Restore SQL Server DB From LDF&MDF Files only

A Mmember send me a problem concerned about his work , he was using sql server for his work and it seems he had an accident casued his databases to be lost ,unfortunely he did not make backups for it he just had the LDF & MDF Files
what was the solution Mysugession was to reattach those file to his newly installed SQL Server with the same previous configuration ,the sql statement was like this one

EXEC sp_attach_single_file_db @dbname = 'pubs', @physname = 'c:Program FilesMicrosoft SQL ServerMSSQLDatapubs.mdf '

My dear friend waleed (the moderator in the same forum) said "reinstalling sql server made you close its background service which allows to save the neccessary data to reattach it"
of course i tried this way and it worked ,but does this mean if i got the MDF & LDF FILE for any database so i can recreate it again
i shall search for the answer
